Waste transport from EU to United Kingdom in 2025 – notable changes starting from April 2025

Carriers transporting waste to the United Kingdom will have to be prepared for mandatory monitoring of waste shipments. The new obligation will come into force starting from April 2025. Following the success of RO e-Transport platform in Romania and SENT platform in Poland, now British authorities will also have a way to keep track of the waste that enters or leaves the country’s borders. What do we know so far about the new platform, where the registration is said to be mandatory for all waste transporting companies?

Monitoring of waste transport to United Kingdom – history

The concept of a waste transport monitoring system emerged in early 2022. Initially, the UK government, along with the governments of Scotland and Wales, as well as the Northern Ireland’s Department of Agriculture, Environment and Rural Affairs, discussed the implementation of compulsory digital waste tracking.

The waste tracking system will mandate the documentation of details related to the movement of regulated waste, encompassing household, commercial, and industrial waste. This program is in accordance with the Environmental Protection Act 1990 (applicable in Great Britain) and the Waste and Contaminated Land Order 1997 (relevant to Northern Ireland), supporting the shift to a digital waste tracking system and reducing dependence on conventional waste transfer notes and hazardous waste consignment notes.

As mentioned on the official government’s website, this solution will:

  • provide a comprehensive way to see what is happening to the waste produced in the UK
  • help support more effective regulation of waste
  • help businesses comply with their duty of care with regards to waste
  • help the UK to move towards a more circular economy by enabling to maximise the value extracted from country’s resources
  • reduce the ability for waste criminals to operate and undercut legitimate businesses through their illegal exports, and flytipping

This will also assist in more efficient waste regulation, aid businesses in fulfilling their responsibility for waste management, facilitate the UK’s transition to a more circular economy by allowing for the optimal extraction of value from resources. It will also diminish the opportunities for waste criminals to function and undermine legitimate businesses through inadequate waste handling.

The monitoring system is presently under development. Volunteers can participate to influence its design effectively.
