  • Austria and Slovenia also exceed 60%, closely followed by the Netherlands, Belgium, Luxembourg, and Italy
  • Countries like Romania, Malta, Cyprus, and Greece recycle less than 20%, with some as low as 12%.

Recent municipal waste per capita data (2023) also illustrates differences in consumption and behaviour:

  • Austria and Denmark generate among the highest rates, around 800 kg/person annually.
  • Romania (303 kg), Poland (367 kg), and Estonia (373 kg) have some of the lowest generation levels.

What distinguishes high performers from laggards? Countries with strong recycling tend to have:

  • Mandatory source separation and public awareness campaigns,
  • Enforcement and tracking systems limiting illegal dumping,
  • Consistent advisory support and structured waste consultancy sectors.

Even among high recyclers, challenges exist: Germany has noted that up to 40% of sorted recycling bins contain mis-sorted materials, undermining system efficiency and triggering corrective regulation.
